Home Condition Reports

  • 2. Traffic Light Rating System

    RICS uses a clear "traffic light" system to categorise the urgency of issues:

    • Green (Condition Rating 1): No significant repair needed; the element is in good condition.
    • Amber (Condition Rating 2): Some issues present, needing future attention or minor repairs.
    • Red (Condition Rating 3): Urgent repairs or defects that could affect the property’s value or require immediate action.

  • 3. Detailed but Accessible Language

    RICS standards ensure that reports are understandable for homeowners or buyers without technical knowledge, offering clear descriptions of the building’s condition and maintenance recommendations.


  • 4. Assessment Areas

    The report covers areas such as the roof, walls, floors, windows, plumbing, electrics, and heating systems. The surveyor will also note any signs of dampness, structural movement, or visible safety issues.

  • 5. Limitations

    RICS Level 2 reports are not as detailed as Level 3 Building Surveys, which are intended for older or unusual properties. For a Level 2 report, any areas not inspected will be clearly noted, and further specialist inspections may be recommended if issues are detected.

A Level 2 RICS Home Condition Report is ideal for standard properties in reasonable condition, giving buyers a clear view of any potential repairs or ongoing maintenance needs without in-depth structural investigation.

A Level 3 RICS Building Survey is a more comprehensive property survey offered by experienced surveyors. This type of survey provides a detailed analysis of a property’s condition, covering both visible and accessible areas and, where possible, harder-to-access areas. Here are the key elements:

  • 1. Comprehensive Assessment:

    The surveyor inspects all accessible parts of the property, including roof voids, cellars, floors, and walls. The Level 3 survey may involve moving items, lifting floorboards, or inspecting hidden areas where practical, giving a deeper understanding of the property’s structure.


  • 2. Detailed Reporting

    Unlike Level 1 or 2 surveys, the Level 3 report offers an in-depth description of defects, potential causes, and the urgency of repairs. It provides professional advice on managing repairs and maintenance, outlining options for addressing issues and potential costs.

  • 3. Building Structure and Fabric Analysis

    This survey closely examines structural elements like foundations, roof structure, walls, timber, masonry, and drainage. It’s particularly useful for identifying and explaining issues with structural integrity, such as subsidence, roof defects, damp, or timber decay.

  • 4. Specialist Advice and Recommendations

    RICS Level 3 reports often recommend further investigations by specialists if complex issues are detected. For example, if there’s evidence of timber rot, a surveyor may advise consulting a timber specialist.

  • 5. Customisation for Unique Properties:

    This survey is ideal for older, larger, or uniquely built properties (such as listed buildings or buildings with complex structures) that may require particular maintenance. The Level 3 report offers tailored guidance on long-term care and preservation for such properties.

  • 6. Plain Language and Traffic Light Ratings

    While the report is comprehensive, RICS Level 3 reports follow a user-friendly layout. The report typically includes a “traffic light” system, similar to Level 2 surveys, to signal the severity of issues (though many Level 3 reports are customised and may vary in format).

A Level 3 Building Survey is recommended for buyers looking to fully understand the condition and maintenance needs of a property, especially for older buildings or those with visible or potential concerns.
